Under the No Child Left Behind Act of 2001, Congress appropriated $235 million to support reform activities in 2,000 schools. The vast majority of these schools are Title I schools "in need of substantially improving" their student achievement levels. Along with this appropriation, a national assessment is also mandated. The assessment of the Comprehensive School Reform (CSR) Program was contracted to WestEd.

WestEd is focusing on program outcomes of the CSR Program as well as the conditions that produce them. Existing data have been gathered from the School-level Assessment Database, surveys, telephone interviews, and case studies and analyzed following one year of implementation, comparing CSR schools with matched non-CSR program schools and with schools that qualify for Title I schoolwide funding.
